The additions to the law are fully explained in the Report; no further comment.
The annotated copy of the First Schedule of duties, promised in the Report, appears accidentally to have been omitted, but I think the Schedule may be taken to be accurate and the alterations effected by local Ordinance to be reproduced correctly.
I would not discourage marginal notes showing the source of each section in a Consolidation. They help, for the moment, in checking the Ordinance, and will be useful in the future to the Bench, Bar, and public in Hong Kong.
I suggest that an annotated copy of every Consolidation should be forwarded to "S" with MS. marginal notes showing the sources of the various sections.
